LDC Inc. was hired by the Master Builders Association of King and Snohomish Counties to assist during the 2017 legislative session, where we were able to get two big wins.
First, based upon ideas from the LDC Inc. team, Senate Bill 5674 was introduced and subsequently passed by the legislature and signed by Governor Inslee. The Bill provides a local option to allow the administrative approval of final plats. This Bill provides a significant amount of efficiency as the final plat process can often be quite lengthy when it has to go to the legislative body. As of November 2017, a number of jurisdictions have or are in the process of adopting revised regulations to make the final plat process administrative.
Next, LDC Inc. helped author and participated in the successful passing of E2SSB 5254 – better known as the Buildable Lands Bill. This Bill helps address housing attainability issues as we approach the next set of Comprehensive Plan updates. The primary changes within 5254 focus on how Reasonable Measures are addressed, how lands suitable for development are determined, and the requirement for a study facilitated by the Department of Commerce.
